Read a July 14, 2009 SpacePolicyOnline.com editorial about the 1986 National Commission on Space Report (or "the Paine report"): Pioneering the Space Frontier. As the Augustine panel debates the future of the human space flight program, this 1986 report should not be forgotten as one of its forebears.
